In collaboration with the Texas Smart-On-Crime Coalition, this report includes critical recommendations to address the issues that come with incarcerating individuals for their drug addiction. These solutions could drastically improve the lives of Texans who struggle with substance use disorder, diverting them away from jails, and keeping them in their home communities.
