Chloe Kempf is a staff attorney at the ACLU of Texas. Her work seeks to defend and expand the rights of LGBTQIA+ Texans, to end censorship and secure inclusive education in Texas schools, and to protect the freedom of expression for all Texans. 

As a member of the ACLU of Texas’s Free Speech and Pluralism and LGBTQIA+ Equality teams, Chloe engages in impact litigation and advocacy to protect and advance civil rights and civil liberties for Texans. Chloe is a member of the litigation team in The Woodlands Pride, Inc., et al. v. Ken Paxton, et al., which secured a permanent injunction blocking Texas's drag ban after a two-day trial. Chloe represents ACLU of Texas clients at every stage of litigation in both federal and state court and works to advance Texans' civil rights through policy analysis, administrative complaints, public education, and integrated advocacy before school boards and local, state, and federal governments.

Prior to joining the ACLU of Texas, Chloe clerked for the Honorable Marina Garcia Marmolejo in the Southern District of Texas. She graduated, with high honors, from the University of Texas School of Law, where she was a member of the Texas Law Review, the Order of the Coif, and the Chancellors Honor Society (Keeper of the Peregrinus). During law school, she worked as an intern for Disability Rights Texas and Texas Legal Services Center and was a student attorney in the Civil Rights and Environmental Clinics. Chloe received a B.S. from Rice University.
